Art. 21. Los colombianos que de alguna manera auxiliaren o ayudaren a los asilados o emigrados a la ejecución de los hechos violatorios de la neutralidad del territorio nacional, expresados en los incisos 2º y 3º del artículo 9º, serán juzgados y castigados como cómplices; y si resultare que obran sin connivencia con aquellos, como autores principales de delito contra el orden público.
