Por el Ministerio de Obras Públicas se levantara a la mayor brevedad los planos indispensables para la construcción de la obra de qué trata la Ley 26 de 1938 , y se confeccionara los presupuestos correspondientes, a fin de dejarla iniciada en el presenta año con los fondos que figuran apropiados en el Presupuesto de la vigencia en curso.
