El Cónsul a quien se solicite refrendación de un pasaporte y omita la exigencia de alguna de las formalidades señaladas en el artículo 1º, o deje de remitir los certificados individuales a que se refiere el artículo 4º, será sancionado con multas de cinco a veinticinco pesos, que impondrá el Ministerio de Relaciones Exteriores, previo informe del Director General de la Policía Nacional.
