La Nación puede adquirir y habilitar terrenos destinados para aeródromos o para otros servicios indispensables a la navegación aérea, construír aeropuertos o sus instalaciones o entrar como partícipe en tales adquisiciones y construcciones. También podrá encargarse de la administración y asumir la calidad de empresario de aeródromo o aeropuerto.
