° De conformidad con el artículo 6.° del mismo Acto, y habiendo llegado el caso de reunirse una Asamblea Nacional para reformar la Constitución, á virtud de petición hecha por la mayoría de las Municipalidades, acogida ya por el Poder Ejecutivo en el presente Decreto, declárese que desde esta fecha ha cesado el periodo constitucional del Congreso elegido en 1909, y que la Asamblea Nacional, desde el día de su instalación, ejercerá las funciones atribuidas al Congreso por la Constitución y las leyes hasta el fin del periodo del Congreso substituido.
