Cuando por culpa de los herederos o albaceas no se satisfagan los derechos de que trata esta ley dentro de un año de muerta la persona de cuya sucesión proceda, se cobrará un veinticinco por ciento (25%) adicional.

El Juez, oyendo a los interesados, estimará la culpa de la demora del pago de dichos derechos.
