° Las autoridades del orden nacional competentes presentarán al Conpes o al Consejo Superior de Comercio Exterior, según el caso, los planes de localización y expansión de los puertos que se juzgue necesario establecer en las zonas de frontera. El mantenimiento, adecuación y funcionamiento continuo y eficiente de dichos puertos se desarrollará dentro de las condiciones de interés público establecidas en la Ley 1ª de 1991.
