Señálanse como capitales de las entidades a que esta Ley se refiere las siguientes poblaciones: Leticia, para la Intendencia del Amazonas, Florencia, para la comisaría del Caquetá, y Mocoa, para la Comisaría del Putumayo. Estas capitales no podrán variarse sino por mandato legal, excepto la del Amazonas, que el Gobierno podrá cambiar, cuando las circunstancias lo exijan o lo justifiquen.
