El manicomio criminal y la colonia agrícola especial son establecimientos organizados de acuerdo con las prescripciones de la ciencia médica, separados de las instituciones similares para enfermos de la mente comunes, dirigidos por psiquiatras, y en donde, en cuanto sea posible, debe establecerse el trabajo industrial o agrícola.
