En cada caso la sanción será aplicada teniendo en cuenta, la naturaleza de la falta, las consecuencias de ésta, el carácter de reincidencia y los antecedentes disciplinarios del profesional, las características de vulnerabilidad de la población implicada y las obligaciones especiales de su cargo.
