Cuando el responsable quiera que se le cancele la escritura de fianza, ocurrirá al funcionario que la aceptó, acompañando á la petición el Finiquito que le expida el Pagador Central, en el cual se exprese que puede hacerse tal cancelación por hallarse el peticionario á paz y salvo con el Tesoro Nacional, ya por haberse examinado y fenecido las cuentas mensuales y generales sin deducir alcance contra él, ya porque si los ha habido han sido pagados.
