En caso de que no se incluya en el Presupuesto Nacional las partidas necesarias a que se refiere el artículo anterior, el Gobierno queda facultado para hacer los traslados presupuestales o para abrir los créditos indispensables, a fin de dar fiel cumplimiento a la presente Ley.
