Articulo 1º. Elevase al doble las penas mínimas señaladas el Libro Segundo del Código Penal y leyes que lo adicionan y reforman. De esta disposición exceptuándose las fijadas en los Títulos I, II, XII y XV y en los artículos 224 y 302 del mismo libro, y las que se determinan en los Decretos números 0241 y 1858 de 1951.
