Art. 11. Cada Administración departamental de Hacienda será servida, además del Administrador, por un Contador - tenedor de libros, un Cajero y un Escribiente, los cuales serán de libre nombramiento y remoción del Gobierno; durarán en sus funciones por un periodo de cuatro años que se contarán desde el día 1° de Enero próximo á su nombramiento y podrán ser reelegidos. Las Administraciones de Circuito tendrán, además del Administrador, un Escribiente de libre nombramiento de aquél; y las Administraciones municipales no tendrán más personal que el respectivo Administrador.
