°. una vez formado el censo de que trata el artículo 4o., la junta, previo estudio de las documentaciones que se le hayan presentado, y los datos e informaciones que con respecto a ellas haya allegado, procederá a determinar si los reclamantes tienen derecho al auxilio, y en caso afirmativo, fijara proporcionalmente su cuantía por medio de resolución motivada, aprobada por mayoría de votos.
