El Gobierno elevará los precios básicos fijados por el Decreto extraordinario número 2266 de 1941, cuando aparezca que el impuesto allí establecido produce más de lo suficiente para financiar la cuota de retención, de manera que no se grave la producción cafetera sino con la suma necesaria para dar cumplimiento al plan de cuotas de que trata el artículo 1º de esta Ley.
