El recaudo, manejo e inversión de los fondos decretados estará a cargo de junta especial compuesta por el Rector del Instituto Técnico, quien la presidirá, un representante del Gobierno Nacional, el Director de la "Escuela Rafael Tello" y el Habilitado del Instituto Técnico, quien con la fianza que tiene constituída responderá de ellos.
