El Presupuesto constará de dos partes: Presupuesto de Rentas y Presupuesto de Gastos, y deberá quedar equilibrado. Comprenderá la totalidad de las rentas y de gastos del Distrito, y por tanto, en él deberán incorporarse en resumen los presupuestos especiales de Instrucción Pública, de Caminos y los demás que las Asambleas Departamentales ordenen formular, así como los de las Empresas Municipales que administre directamente el Concejo, aunque sus productos no pasen por la Tesorería.
