En ningún caso el porcentaje del subsidio temporal podrá ser superior al 100% del consumo de subsistencia en energía eléctrica para los estratos 1, 2 y 3; ni superior al 100% del consumo de subsistencia en gas por redes para los estratos 1 y 2.
