La porción que se reasigna de los ingresos provenientes del impuesto al valor CIF de las importaciones destinado al Fondo de Promoción de Exportaciones, PROEXPO, se utilizará exclusivamente para el financiamiento de Certificados de Reembolso Tributario, CERT, y de otros estímulos a las exportaciones.

Parágrafo

A partir de la vigencia de la presente ley las importaciones que realicen las entidades públicas estarán sujetas al impuesto del 5% al valor CIF de las importaciones establecido por el Decreto 2366 de 1974 en favor de PROEXPO. De este gravamen sólo estarán exentas las importaciones previstas en los artículos 9° de la Ley 50 de 1984 y 53 de la presente ley.
