Coordinación, complementariedad e interdependencia entre actores del sistema . Desarrollando los principios de coordinación, complementariedad e interdependencia, se fomentará la eficiencia en la atención de urgencias, atención integral general y especializada, así como las acciones de promoción, prevención, predicción, atención, tratamiento, rehabilitación, cuidados paliativos, acciones en salud pública, y el sistema de referencia y contrarreferencia. El diálogo intercultural se realizará entre el Consejo o la Estructura de Gobierno Propio y los actores del Sistema de Salud.
