Artículo tercero. En el Instituto Nacional de Higiene Samper-Martínez funcionará una Junta de Compras integrada por el Director, el Administrador, el Auditor Fiscal y el Jefe de la Sección interesada en la compra. El Ministerio de Salud Pública reglamentará su funcionamiento y le fijará sus atribuciones.
