ARTICULO 52. Planta de Personal. El Gobierno establecerá la planta de personal del Ministerio de acuerdo con la estructura y funciones fijadas en este Decreto, dentro de los 12 meses siguientes a la fecha de su vigencia. Dicha panta entrará a regir para todos los efectos legales y fiscales a partir de la fecha de su publicación.
