El contrato de préstamo entre la Nación y el Departamento de Nariño, por la suma de $ 150 millones, correspondiente al artículo 5673, proyecto 42 372 2 del Capítulo 05, Dirección General de Crédito Público, Ministerio de Hacienda, de la adición presupuestal contenida en el Decreto 1980 de 1985, podrá celebrarse directamente entre las partes contratantes, sin sujeción a los requisitos del Decreto 753 de 1984.
