Art. 28. Los socorros que se concedan antes de 1893, sólo se pagarán desde el 1º de Enero de este año, y los que se concedan después, se pagarán desde la fecha del respectivo título de adjudicación. Es entendido que la muerte de un militar acaecida antes de la vigencia de la Ley, no da derecho a socorro.
