Art. 3.° En el inesperado caso de que Mier no cumpliere con entregar las obras, materia de este contrato, en el término señalado, i proroga en su caso, pagará una multa al Gobierno de la Union, de dos mil pesos i devolverá las sumas recibidas a cuenta de la obra con sus intereses a razón de diez por ciento anual.
