El Gobierno Nacional y los gobiernos territoriales organizarán una estrategia descentralizada de apoyo al emprendimiento a través del fomento de redes de ángeles inversionistas con enfoque de inclusión que permita el desarrollo y práctica de emprendimiento en todo el territorio nacional.

Parágrafo

PRIMERO. El Gobierno Nacional reglamentará lo dispuesto en el presente artículo, fomentando la participación ciudadana y de las partes interesadas.
