Los miembros del Consejo Superior de Sanidad, como los de las Juntas Departamentales de Higiene, serán nombrados por el Poder Ejecutivo, de entre el número de individuos que posean diplomas de idoneidad obtenidos en las Universidades o Colegios de la Nación, o en el Extranjero y hayan demostrado ya, en la práctica, verdaderas aptitudes profesionales.
