Instalaciones sin contador o con medición defectuosa. Cuando no fuese posible establecer el consumo normal de un inmueble por carencia de contador, retiro provisional del mismo, medición defectuosa, alteración en el funcionamiento del contador, u otra causa, el consumo se establecerá con base en procedimientos establecidos por la Junta Nacional de Tarifas de Servicios Públicos.
