El procedimiento especial de contratación que mediante este decreto se reglamenta, será observado por las entidades estatales en sus erogaciones con cargo a gastos reservados, cuando el ordenador del gasto determine que no pueden ser ejecutadas por los canales ordinarios de la respectiva entidad.
