El Ministerio de Hacienda y Crédito Público Dirección General de Crédito Público, expedirá la certificación a que se refiere el numeral 7, literal a) del artículo 13 de la Ley 781 de 2002, previa constancia emitida por la Dirección General de Apoyo Fiscal de dicho Ministerio, sobre los recursos disponibles de la entidad territorial. Dicha constancia deberá ir acompañada de una certificación emitida por la entidad territorial, respecto de la no existencia de las deudas de que tratan los numerales 3, 4, 5 y 6 del artículo 13 de la Ley 781 de 2002.
