Art. 25. La cuenta de las factorías se abrirá el primer día del año económico i se cerrará el día último, conforme al método que determine el poder ejecutivo para la contabilidad de la renta. Los libros serán rubricados i numeradas sus forjas por el Gobernador de la provincia antes de principiarse la cuenta; i luego que se haya concluido, se remitirán con sus comprobantes a la Dirección a lo más tarde en el mes de Noviembre de cada año.
