º. Para garantizar la transparencia en la gestión pública y en concordancia con lo dispuesto por el articulo 41 numeral primero de la Ley 200 de 1995, no podrá conferirse comisiones al interior ni al exterior cuyos gastos sean sufragados por particulares que tengan interés directo o indirecto en la gestión.
