Art. 79. Todo pagador que resiste el pago de una orden superior por estimarla ilegal ó que no está acompañada de los comprobantes, ni tiene las formalidades que se requieren en el Código Fiscal, deberá acompañar á sus cuentas originales la orden y la insistencia del superior, con copia de su negativa á cumplirla; todo lo cual expresará al describir la partida del caso, citando los comprobantes de lo ocurrido por los números ó letras con que sean marcados.
