Con los ingresos de que trata el artículo anterior, ábrese un crédito adicional al Presupuesto vigente, sometido a las condiciones del artículo 11 de la Ley 28 e 1927, con la siguiente imputación: PRESUPUESTO DE GASTOS EXTRAORDINARIOS MINISTERIO DE OBRAS PÚBLICAS CAPITULO 65 BIS Artículo 448 bis. Para atender al pago del contrato celebrado con Roberto H. Parrish, en representación de la Compañía de Servicios Públicos de Cartagena S.A. y la Raymond Concrete Pile Company, y W. R. Brend, en representación de la Lock Joint Pipe Company, sobre financiación y construcción del acueducto de Cartagena, contrato fechado el 16 de abril del corriente año y publicado en el Diario Oficial numero 23467, de 29 del mismo mes$1.318.125
