Art. 18. Toda reunión de miembros del Congreso que, con la mira de ejercer el poder legislativo, se efectué fuera de las condiciones expresadas, será ilegal; los actos que expida nulos; y los individuos que en las delegaciones tomen parte serán castigado conforme a las leyes.
