También se tendrá en cuenta, al elaborar los cuestionarios, que lo más importante es investigar la capacidad mental de los aspirantes en cuanto hace relación a la ordenación lógica del pensamiento y a la actividad razonadora, y no a los conocimientos aprendidos de memoria y que en tal virtud deberán preferirse los temas confeccionados con problemas a los hechos con interrogantes que se presten a respuestas dadas mecánicamente.
