Vocero del OCAD. Los representantes de los alcaldes y gobernadores miembros del OCAD, previo al inicio de cada sesión, elegirán un vocero quien coordinará la definición del sentido del voto del nivel que representan en todos los asuntos que son competencia del OCAD y dirimirá las diferencias que se presenten a lo largo de la sesión dentro de su nivel de gobierno. Dicha decisión debe ser informada a la secretaría técnica al inicio de la sesión.
