Art. 3° Todo militar ó asimilado á tál, que haya recibido nombramiento y .que tenga derecho á pasaporte por causa de marcha, de excedencia ó baja, y que por motivos imprevistos no se le haya expedido en tiempo ó no se le hayan pagado los auxilios decretados en él, deberá hacer el reclamo correspondiente durante los noventa días subsiguientes á la fecha desde la cual principió á prestar el servicio ó de haber cesado en él ; y pasado éste tiempo, se considerará prescrito el derecho con que pueda creerse autorizado para exigir el pago de aquellos auxilios.
