Créanse por cuenta del Tesoro Nacional cuarenta becas para alumnos de la Escuela Vocacional de Cartago, las cuales deberán adjudicarse a estudiantes pobres y de procedencia campesina, especialmente de las zonas vallecaucanas afectadas por la violencia, y mediante rigurosa selección en que se tengan en cuenta las aptitudes vocacionales de los aspirantes.
