El liquidador de manifiestos tendrá la obligación de cerciorarse la existencia y autenticidad de las firmas de los funcionarios aduaneros que hubieren intervenido, así como de la presencia de todos los documentos que según la ley deban acompañar al manifiesto. Asimismo será responsable de la exactitud y corrección de todas las operaciones aritméticas que él mismo ejecute sin perjuicio de la responsabilidad que incumba a cualesquiera otros funcionarios aduaneros por la modificación de los derechos expresados en el manifiesto.
