Artículo tercero. Cuando se trate de la contratación de préstamos externos e internos por parte de la CVC y la CAR para la realización de obras de regularización y control de corrientes de agua o de adecuación de tierras, el Departamento Nacional de Planeación para los efectos de los Decretos 1050 de 1955, 627 de 1974 y 1050 de 1975, solicitará concepto previo al Instituto Colombiano de Hidrología, Meteorología y Adecuación de Tierras, HIMAT.
