La situación de fondos que a nivel regional deban efectuar los pagadores principales a las pagadurías auxiliares del Ministerio de Defensa Nacional, Policía Nacional y Departamento Administrativo Nacional de Seguridad, u otras dependencias autorizadas, se hará por medio de "Relación de Delegación", refrendada y sujeta a los requisitos del control fiscal.
