° El extranjero que ingrese al territorio colombiano, transite por él, permanezca temporalmente o resida en el mismo, deberá sujetarse a las disposiciones del presente Decreto, sin perjuicio de lo dispuesto en los tratados, convenios, acuerdos y demás compromisos internacionales vigentes de la República.
