Art. 103. Cuando en algún Departamento no hubiere más que una Oficina nacional, puede la general de Cuentas comisionar para el cobro de los alcances que se deduzcan contra el que la desempeñe a cualquier empleado de Hacienda del Departamento, quien en ese caso estará obligado á cumplir la comisión y á remitir á la Tesorería general de la República la cantidad que cobre, deduciendo de ella el diez por ciento de comisión.
