Las veedurías ciudadanas se pueden constituir como un mecanismo de participación ciudadana que carece de personería jurídica o como entidades sin ánimo de lucro con personería jurídica. En caso de inscribirse como entidad sin ánimo de lucro del artículo 40 del Decreto 2150 de 1995, deberán cumplir con el Registro de Entidades Sin Ánimo de Lucro.
