Art. 160. El pago de los fletes i del derecho de seguro cuando este se estipule, se harán por la oficina que reciba el tabaco, excepto en el caso de que por la falta de fondos o por cualquiera otro motivo, juzgue la Dirección conveniente determinar que el pago se haga por la oficina que remita el cargamento.
