La Escuela Superior de Administración Pública, Esap, adecuará los programas que adelante en las Zonas de Frontera a las necesidades de formación de los funcionarios públicos de los departamentos y municipios fronterizos, y de los responsables de la acción del Estado en las Zonas de Frontera.
