Art. 3°. Del 15 al 20 de cada mes se sacarán a licitacion $ 70.000 en libranzas para amortizar con ellas vales de 1ª clase de que hablan los artículos 16 i 18 de la lei 67 de 1877, sobre empréstitos, suministros i espropiaciones, siempre que los proponentes se sujeten a las condiciones del artículo anterior, consignando en dinero efectivo por préstamo al Gobierno una suma igual al valor de su propuesta i recibiendo en libranzas el importe de ésta i del dinero del préstamo.
