Autorizase al Banco de la República para tomar de los remanentes que tiene como concesionario de las Salinas Nacionales, y proceda a hacer los estudios y proyectos para dotar de aguas a la Intendencia de La Guajira y realice las obras que fueren necesarias e indispensables con tal propósito.
